Subject: Study of Gifted Education Services
 
I am preparing to introduce a resolution directing the Legislative Budget and Finance Committee (LB&FC) to conduct a study of the status of special education for gifted students in Pennsylvania.

The Public School Code of 1949 requires the State Board of Education to adopt and prescribe standards and regulations for the proper education and training of all exceptional children, including children who are gifted. The State Board of Education has adopted regulations specifying how the Commonwealth will meet its obligation to provide education to gifted students and places specific responsibilities on the school districts of the Commonwealth to identify and evaluate gifted students, provide each gifted student with an education that is based on the student's unique needs, and enable gifted students to participate in accelerated or enrichment programs.

My resolution will direct the Legislative Budget and Finance Committee to conduct a comprehensive study of the status of special education for gifted students in the Commonwealth, including but not limited to the process for identifying children as gifted, the process for developing and implementing gifted individualized education plans, the programs and services provided to gifted students and the manner and cost of providing such programs and services, a demographic breakdown of the children who benefit from such programs and services, and recommendations for changes to law, regulation, or policy that may be needed to improve special education for gifted children in this Commonwealth.
