Subject: | Audit of Judicial Computer System Augmentation Account |
I am writing to ask you to join me as a cosponsor of a resolution directing the Legislative Budget and Finance Committee to perform a performance audit of the Judicial Computer System Augmentation Account (JCSAA) and the projects funded through it. This account was created in 1987 as part of an effort to provide funds to support the creation and upkeep of a statewide judicial computer system. The first funding source came from annual deposits of up to $20 million from the total of all fines, fees, and costs collected by the judicial system in excess of the amount collected from such sources in the fiscal year 1986-1987. As temporary additional fees were created, became permanent, and temporary surcharges were created, the size of JCSAA grew. With an estimated reserve balance of over $50 million, we must undertake a comprehensive review of the JCSAA, the operation of the statewide judicial computer system it was created to fund, and the projects and programs that the account currently funds. Undertaking a performance audit now will equip the legislature with the information necessary to adequately evaluate the JCSAA’s needs as the temporary surcharge expires on December 31, 2014.
