In the near future, I will be introducing legislation that will address recent concerns regarding the AVI collection in Philadelphia. I have heard from many constituents on this issue and have worked closely on this initiative with Senator Anthony Williams as well as Philadelphia City Council President Darrell Clarke This language would prohibit an owner from receiving the 10-year tax abatement on his improved property at the same time he is receiving the homestead exemption. Apparently, receiving both would exempt many properties at or near 100% of their value. Once the person stops receiving the abatement, they would be eligible to then apply for the homestead. The intent of the bill is to prohibit a property owner from being granted a homestead exemption if they have a tax abatement on their improved property (this is the 10-year tax abatement). Currently it is out understanding that the Office of Property Assessment cannot grant a homestead exemption to those with the tax abatement. In any year that the tax abatement expires, that owner will be able to apply for the homestead exemption again.
