MEMORANDUM

Subject: Educational Reform
 
In the near future, I plan to introduce legislation to establish a limited constitutional convention that would focus on education reforms.

The convention would be specifically charged with examining the number, size and composition of school districts and making recommendations for proposed changes. The convention’s proposals would potentially result in the realignment of school districts based on salient economic, fiscal and qualitative factors as defined by the convention. The convention would also develop a funding formula that is equitable and adequate for all schools.

Three convention delegates from each state Senate district would be selected. The delegates would be elected based on the highest number of votes, although each elector could not vote for more than two candidates. The elected delegates will be joined by a slate of ex-officio delegates representing the respective leadership of the Senate and House.

The following question would be submitted to the voters to determine whether a convention will be convened:

“Shall a constitutional convention be called in accordance with and subject to the limitations and requirements contained in the Constitutional Convention Act of 2014, to prepare for submission to the electorate proposals for the revision of the following provisions of the Constitution of Pennsylvania as provided in section 10 of the Constitutional Convention Act of 2014:

Section 14 of Article III;
Sections 1 and 2 of Article VIII?”

It is my believe that since Pennsylvania has changed significantly since the last time there was a comprehensive realignment of public schools, the commonwealth is in need of a continuous flexible process regarding public school size, composition and relative wealth.
