Subject: Term Limits for U.S. Supreme Court Justices and Members of Congress
 
Recent polling shows that 82% of Americans and 79% of Pennsylvanians support term limits on Congress. As life expectancy grows, Members of Congress and U.S. Supreme Court Justices have delayed retirement to serve longer terms in public office. This has encouraged younger appointments to the U.S. Supreme Court for longer lengths of service, and incumbent Congressional candidates are almost unbeatable. As a result, some federal officials have grown distant from the changing needs of the communities they represent.
 
I will soon be introducing a resolution to apply for an Article V Convention to impose term limits on Congress and the U.S. Supreme Court. For an Article V Convention to take place, two-thirds (34) of states must apply to propose amendments to the U.S. Constitution on the same issue. My resolution will function as two separate and distinct applications to Congress calling for a Convention of States under Article V of the U.S. Constitution that would restrict the convention to only consider amendments that: 
 
Limit the number of terms that Members of Congress can serve; and
Establish and limit the terms of office for U.S. Supreme Court Justices.
 
Imposing term limits would enhance access to the electoral and judicial process, increase competition among candidates, reduce special interest influence, and restore rotations in Congressional seats and U.S. Supreme Court appointments. As of this writing, 19 states have already passed an Article V Convention resolution and 23 others have similar pending legislation. My resolution would allow Pennsylvania to join the conversation in setting appropriate term restrictions for both Members of Congress and U.S. Supreme Court Justices.
