Subject: Expanding Eligibility for PennDOT’s Retired Status Registration
 
Retired Status Registration is a PennDOT program that allows eligible customers to pay a $10 per year processing fee instead of the full registration renewal fee for their vehicles. Currently, a customer is only eligible if their total income does not exceed $19,200. The total income calculation includes Social Security, SSI payments, retirement benefits, interest dividends, public assistance, unemployment compensation, and cash gifts.

This low income cutoff automatically excludes many of PA’s retirees. The maximum income cutoff for this program was set in 1998 and has not been changed since its enactment. Considering the changes in inflation and cost of living since 1998, the maximum income cutoff needs to be raised.

It’s time to expand access to the Retired Status Registration program and help individuals afford their registration renewal fees. I plan to introduce legislation that would expand access to this program by raising the maximum income cutoff. This bill would raise the income limit by $11,200, and then make yearly adjustments based on the percentage change in the Consumer Price Index.
