Subject: | FBI-Approved Language to Implement Licensure Compacts |
Pennsylvania has joined several interstate licensure compacts over the last decade, yet the two largest – the Nurse Licensure Compact and the Interstate Medical Compact – have never become fully operational. Background check language included in Pennsylvania’s statute was deemed unacceptable to join these multi-state compacts. After years of negotiation between the FBI, Department of State and Pennsylvania State Police, all parties have agreed to changes in background checks that will finally allow interstate compacts to be fully implemented in Pennsylvania. I plan to introduce this compromise legislation to amend Title 63 of the Pennsylvania Consolidated Statutes to require applicants for a multi-state compact license to get an FBI background check with fingerprints. The agreement also requires new applicants for licenses in health-related fields to undergo an FBI fingerprint background check. Individuals who are already licensed by Pennsylvania will not need to complete this background check to renew their current license. Interstate licensure compacts knock down barriers for trained professionals to practice where they want and where they’re needed. They support the mobility of military families and improve continuity of care when patients or providers relocate.
