A RESOLUTION
Urging the United States Department of Transportation and the
Federal Motor Carrier Safety Administration to take action
and ease regulations relating to commercial driver's licenses
and vehicle safety inspections.
WHEREAS, The Federal Motor Carrier Safety Administration
(FMCSA) was established within the Department of Transportation
to prevent commercial motor vehicle-related fatalities and
injuries; and
WHEREAS, Federal and state regulations have been promulgated
under the FMCSA to:
(1) ensure safety in motor carrier operations through
strong enforcement of safety regulations;
(2) target high-risk carriers and commercial motor
vehicle drivers;
(3) improve safety information systems and commercial
motor vehicle technologies;
(4) strengthen commercial motor vehicle equipment and
operating standards; and
(5) increase safety awareness;

WHEREAS, A Commonwealth vehicle safety inspection requires a
road test and therefore a certified inspection mechanic must
hold a valid license for each class of vehicle that they are
certified to inspect; and
WHEREAS, Due to the implementation of the FMCSA entry-level
driver training requirements, a student must take a lengthy and
expensive course through a driving school to obtain a commercial
driver's license; and
WHEREAS, Many entry-level mechanic technicians who work at a
Commonwealth-certified official inspection station, can operate
large vehicles and frequently move them in and out of the shop
and understand the operation of the vehicles; and
WHEREAS, If an inspection mechanic technician possesses a
Category 3 inspection license, the technician has already been
trained and tested on heavy, commercial motor vehicles;
therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the United States Department
of Transportation and the Federal Motor Carrier Safety
Administration to take action and ease regulatory barriers
relating to commercial driver's licenses and vehicle safety
inspections; and be it further
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the United States Department
of Transportation and the Federal Motor Carrier Safety
Administration to consider regulations that would reform, ease
or create exemptions for certified inspection mechanics
performing a vehicle road test requiring a commercial driver's
license; and be it further

RESOLVED, That copies of this resolution be transmitted to
the United States Secretary of Transportation, the Administrator
of the Federal Motor Carrier Safety Administration, the chair
and ranking member of the United States Senate Committee on
Commerce, Science and Transportation, the chair and ranking
member of the United States House Committee on Transportation
and Infrastructure, each member of Congress from Pennsylvania,
the Pennsylvania Secretary of Transportation and the Governor of
Pennsylvania.
