A RESOLUTION
Urging the Biden Administration and the Congress of the United
States to designate Pennsylvania as a hydrogen hub.
WHEREAS, The $1.2 trillion Infrastructure Investment and Jobs
Act will, in part, allocate funding for the purpose of
strengthening the United States' resilience to extreme weather
events and climate change, while reducing greenhouse gas
emissions, expanding access to clean drinking water, building up
a clean power grid and much more; and
WHEREAS, This act, also referred to as the Bipartisan
Infrastructure Law, provides for an investment of approximately
$60 billion in the transmission of clean energy; and
WHEREAS, This investment will provide the necessary funding
to upgrade the United States' power infrastructure, including
the construction of thousands of miles of new, resilient

transmission lines that will facilitate the expansion of
renewable energy; and
WHEREAS, The Infrastructure Investment and Jobs Act provides
for the establishment of the Grid Deployment Authority, which
will oversee research and development of advanced transmission
and electricity distribution technologies, as well as
demonstration projects and research hubs for next generation
technologies, such as clean hydrogen; and
WHEREAS, According to the American Institute of Physics,
hydrogen could potentially serve as an important clean fuel
source for applications in areas such as transportation and
industry; and
WHEREAS, Green hydrogen produced from sources of renewable
energy does not emit greenhouse gases into the air, but
currently involves high costs, which the United States
Department of Energy hopes to reduce by 80% through the recently
launched Hydrogen Shot initiative; and
WHEREAS, The Infrastructure Investment and Jobs Act will
provide support for the Hydrogen Shot initiative and dedicate
more resources for the utilization of hydrogen fuel by providing
$8 billion in funding over five years to the United States
Department of Energy for the establishment of four regional hubs
to produce clean hydrogen; and
WHEREAS, Under the Infrastructure Investment and Jobs Act, at
least one of the hydrogen hubs should employ the use of fossil
fuels coupled with carbon capture, at least one should employ
renewable energy and at least one should employ nuclear energy;
and
WHEREAS, At least one hub must demonstrate hydrogen use in
power generation, at least one hub must demonstrate hydrogen use

in the industrial sector, at least one hub must demonstrate
hydrogen use in residential and commercial heating and at least
one hub must demonstrate hydrogen use in transportation; and
WHEREAS, Recognizing the value of clean hydrogen hubs,
Congress has directed the United States Department of Energy to
solicit proposals for regional hubs within 180 days of enactment
of the Infrastructure Investment and Jobs Act and select at
least four regional hubs within one year of the application
submission deadline; and
WHEREAS, Under the geographic diversity requirement of the
Infrastructure Investment and Jobs Act, at least two hubs should
be located in regions of the United States with the greatest
natural gas resources; and
WHEREAS, Pennsylvania is ranked as the second largest
producer of natural gas in the United States; and
WHEREAS, Because this Commonwealth has an abundance of
natural gas, legacy industries and the workforce with required
technological expertise for energy development, production,
transmission and manufacturing, Pennsylvania would be an ideal
location for the placement of a hydrogen hub HUBS; and
WHEREAS, The residents of this Commonwealth would benefit
greatly from the establishment of a hydrogen hub HUBS, which
would not only bring new jobs and stimulate the economy of this
Commonwealth, but would also position Pennsylvania to be a
leader of a new and growing alternative energy technology;
therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Biden Administration and
the Congress of the United States to designate Pennsylvania as a
hydrogen hub; and be it further

RESOLVED, That copies of this resolution be transmitted to
all of the following:
(1) The President of the United States.
(2) The President pro tempore of the United States
Senate.
(3) The Speaker of the United States House of
Representatives.
(4) Each member of Congress from Pennsylvania.
