A RESOLUTION
Directing the Joint State Government Commission to conduct a
thorough and comprehensive study on truck parking in
Pennsylvania and provide recommendations to effectively
address this issue.
WHEREAS, Pennsylvania has an extensive network of Interstate
and State highways, totaling more than 120,000 miles of roadway,
serving the transportation needs of various industries and
communities; and
WHEREAS, Trucks account for 75% of all freight movement
within this Commonwealth, making Pennsylvania a crucial player
in the transportation of goods; and
WHEREAS, A shortage of truck accommodations across this
Commonwealth poses challenges for truck drivers to comply with
Federal hours-of-service regulations and locate rest areas; and
WHEREAS, The Pennsylvania Transportation Advisory Committee
has identified a shortfall of approximately 4,400 truck parking
spaces across this Commonwealth, which leaves roughly 1,000
trucks parked on highway shoulders and ramps on a typical night;
and

WHEREAS, Truck parking is a critical issue for the safety and
well-being of truck drivers and the general public; and
WHEREAS, The lack of truck parking contributes to traffic
congestion, environmental pollution and road deterioration; and
WHEREAS, Demand for truck parking is increasing in
Pennsylvania and nationwide while the supply is not keeping pace
with the growing demand; and
WHEREAS, A wide-ranging study focusing on solutions to the
truck parking problem, such as expanding public and private
parking facilities, leveraging technology to optimize parking
space utilization and enhancing coordination and cooperation
among stakeholders would provide insight to inform future policy
and investment decisions; and
WHEREAS, By conducting a study on this Commonwealth's truck
parking shortage, the Joint State Government Commission can
highlight inadequacies of Pennsylvania's truck parking
infrastructure and gather data and recommend innovative
strategies to increase this Commonwealth's designated truck
parking capacity; therefore be it
RESOLVED, That the House of Representatives direct the Joint
State Government Commission to conduct a comprehensive study to
address the complex issues surrounding truck parking in this
Commonwealth; and be it further
RESOLVED, That the study:
(1) analyze the multifaceted challenges associated with
truck parking in Pennsylvania;
(2) assess the extent of the problem by identifying
corridors and regions with the greatest truck parking demand;
(3) examine successful models and best practices
implemented in other states to mitigate truck parking

shortages;
(4) develop a range of strategies to expand truck
parking facilities across this Commonwealth;
(5) engage with local communities, stakeholders,
leaders, trucking transportation experts and other relevant
entities to gather valuable input and feedback throughout the
study process;
(6) identify and evaluate options to address current and
future truck parking demand, including suggested regulatory
changes aimed at alleviating truck parking concerns in this
Commonwealth; and
(7) recommend legislative action to achieve adequate and
safe truck parking across this Commonwealth;
and be it further
RESOLVED, That the Joint State Government Commission issue a
report with its findings and recommendations within 12 months of
the adoption of this resolution to the Transportation Committee
of the House of Representatives.
