A RESOLUTION
Urging the Chief of the National Guard Bureau to consider and
ultimately select Pennsylvania as the state partner for
Sweden under the State Partnership Program.
WHEREAS, The National Guard's State Partnership Program (SPP)
has established a proven track record of fostering long-lasting
and mutually beneficial relationships between the National Guard
units across the United States and 100 partner countries around
the world; and
WHEREAS, The SPP significantly contributes to global peace,
security and stability through collaborative training, defense
cooperation and cultural exchange activities, as evidenced by
its expansive portfolio of successful partnerships spanning over
three decades; and
WHEREAS, Pennsylvania, through its National Guard, has
maintained a robust and exemplary partnership with Lithuania
since 1993, under the auspices of the SPP, demonstrating
Pennsylvania's capacity to engage in effective bilateral
cooperation; and

WHEREAS, The partnership between the Pennsylvania National
Guard and Lithuania has resulted in numerous joint training
exercises, leadership development initiatives and strategic
engagements, thereby enhancing military interoperability,
fostering democratic values and strengthening international
ties; and
WHEREAS, Sweden's recent decision to join the North Atlantic
Treaty Organization (NATO) marks a pivotal moment in its defense
policy, reflecting a commitment to collective security and
stability in the Euro-Atlantic area; and
WHEREAS, It is important to integrate Sweden into established
security frameworks and cooperation mechanisms with NATO member
states and partners; and
WHEREAS, Sweden's strategic geographical location, advanced
military capabilities and longstanding commitment to promoting
regional security and cooperation make it a pivotal player in
northern Europe; and
WHEREAS, A partnership within the framework of the SPP would
not only bolster the defense capabilities of both Sweden and its
partner state, but also contribute to the security and stability
of the NATO alliance and its adjacent areas; and
WHEREAS, A partnership would leverage Pennsylvania's proven
track record of successful international military cooperation,
its established infrastructure for supporting such partnerships
and its alignment with the strategic objectives of both Sweden
and NATO, thereby fostering a more secure and cooperative
international environment; and
WHEREAS, The Pennsylvania House of Representatives firmly
supports the establishment of a Pennsylvania-Sweden partnership
under the SPP, in recognition of the mutual benefits such a

partnership would entail for both parties and for the broader
objectives of global peace and security; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Chief of the National
Guard Bureau to consider and ultimately select Pennsylvania as
the state partner for Sweden under the State Partnership
Program; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the Chief of the National Guard Bureau, the relevant committees
of the Congress of the United States and to each member of
Congress from Pennsylvania.
