Subject: Vendor-Designed Specialty License Plates
 
Currently, Pennsylvania residents must navigate a somewhat cumbersome process to obtain a personalized or specialty license plate. In the near future, we will be introducing legislation that will modernize the process by which Pennsylvanians purchase specialty license plates by allowing PennDOT to contract with a private vendor for the marketing and sale of vendor-designed specialty license plates. The state of Texas implemented a similar program that returned nearly $25 million in new revenue for calendar year 2022 and over $150 million in new revenue since the program’s inception in 2009.  
 
This legislation would give Pennsylvania residents the option to purchase these vendor-designed specialty license plates while maintaining the necessary safeguards, program oversight, and plate approval by PennDOT. Each of these plates must meet Pennsylvania safety and legibility standards and must be compatible with toll road, police department, and other automated plate reading technologies.
